What makes Louisiana different to call

A state Do Not Call program, with registration

The Louisiana Public Service Commission runs the state Do Not Call program. Anyone making solicitation calls to Louisiana homes must register with the commission each calendar year, pay its fees, get the state list and keep a call log. Penalties run up to $1,500 per violation, or $3,000 when the person called is 65 or older, and calling without registering can add more. The law covers calls “encouraging a sale or rental of or investment in property”, and there is no real estate licensee exemption. Whether it reaches a call offering to buy a house has not been confirmed by the commission, so the safe course is to treat Louisiana calls as covered.

No Sundays, no holidays, and an 8 p.m. cutoff

Under the commission’s order, solicitation calls are not allowed on Sundays or legal holidays, and on other days only from 8 a.m. to 8 p.m. in the called person’s time zone. All solicitation also stops while the governor has declared a state of emergency, which matters in hurricane season. The whole state is on Central Time.

Limits on calling cell phones

The commission’s order bars solicitation calls to cell phones in Louisiana without the person’s prior express consent. That matters for any list where many numbers are mobile, so plan a Louisiana campaign with your attorney before anyone dials.

What the caller says, and dialer rules

Right after the person answers, the caller must give their name, a phone number and the firm making or paying for the call, and repeat them at the end. A recorded message needs consent before it plays, dialing equipment can never run unattended, random or sequential dialing is banned, and caller ID may not be blocked.

The 2026 wholesaling law

Act 807 of 2026, in effect since August 1, 2026, covers wholesale contracts on homes of one to four units. It requires no license, but the contract must carry a cancellation notice next to the seller’s signature, and the seller can cancel for any reason for at least five calendar days, before which the wholesaler can’t have the seller sign a deed. If a required disclosure is missing, the seller can cancel any time before title transfers, and a violation is treated as an unfair trade practice and a license-law violation. Louisiana REALTORS also describes a written disclosure of the intent to assign for profit and a minimum earnest money deposit. Have your attorney set up your contracts.

Foreclosure is fast, with no buy-back

Louisiana lenders often foreclose by executory process, which skips a full lawsuit when the mortgage was signed in authentic form, and a law firm describes sales typically coming within 75 to 120 days of filing. There is no right to redeem after the sale, so pre-foreclosure owners need to be reached quickly.

Tax liens since 2026

Since January 1, 2026, after a 2024 constitutional amendment, Louisiana sells tax liens rather than a share of the property, and the lienholder must wait three years before the property can be sold. A tax delinquent owner usually still has time to sell.
